- City Business Permit
- Proper accounting and tax compliance

No.
To legally issue official receipts, you must register with the Bureau of Internal Revenue (BIR) and have:
- Certificate of Registration (BIR Form 2303)
- Authority to Print (ATP) receipts
- Registered books of accounts
Barangay clearance alone is not enough to issue receipts.
